$hf_mig$ directory purpose / use ?

Hi,

I noticed the following directory under the WINDOWS directory:
$hf_mig$
It includes subdirectories with installed updates.
What is the purpose of this directory ?
Can I remove it to another location without problems ?

I replaced the contents without changing anything or doing any Windows
updates in between. I only restarted the PC 1 time in between moving and
replacing the contents.
I guess, It should be fine again now ?
