HHCTRL.OCX Error

I am receiving an error message saying, "This application has failed to start
because HHCTRL.OCX was not found. Re-Installing application may fix this
problem."

How do I re-install this application and solve this HHCTRL.OCX problem? And
what application do I need to re-install?
