I believe the hidden downloads are simply those that are available to be
downloaded.
I doubt that Update has already downloaded all those language packs for you,
for example.
When you hide them, all you're doing is hiding the reminder that they are
available.
In other words, if you actually wanted to install one, Windows would have to
go back out on the internet to find it, download it and install it. They are
not sitting around on your hard drive waiting to be installed.
