Hidden/ invisible message boxes behind task bar

I tried to find this, since I cannot beliebe that I'm the only one having
this problem - but I was not successful...

I must describe things since I'm not sure if I have the correct name for
them (I use a german version of Vista Home Premium).

I have my task bar at the bottom on the desktop and I made it 6 rows high
because I like the quick start area, where I have many links to start my
applications.

Seen from the right lower corner I first have time and date displayed, in a
second area (insinde the task bar) I have the loudness and network icons
displayed and in the third area are icons from certain running programs
displayed.

Those icons of running programs generate sometimes message boxes to tell me
what they are doing or what goes wrong with them (example: Windows Media
Center tells me, that it is downloading TV-program information).

Now the problem: Those message boxes appear BEHIND the semi-transparent task
bar!

So I cannot read them, I just see their shape through the "milk glass". The
icons are all in front of (or "on") the task bar, but their messages are
behind (or "under") the task bar.

This does not play a role it you have the task bar only 1 row high since the
messages are "high enough" to be not covered by the task bar. If I want to
know what an application tells me, I have to temporarily pull the upper edge
of my task bar down (using the mouse pointer) to take a look "behind it"....

One detail that I don't know if it is important: my vista side bar is at the
right edge of the desktop. So it overlaps the task bar in the lower right
corner. The icons of the running applications I mentioned above are in this
"overlap-rectangle".

I run vista for about a year this way and hoped for any update coming along
automatically to fix that - but guess what: without success.

but have NOT tried it myself.

you are not the only one experiencing that problem...
it has been there with XP and Win2k etc.

MS has NOT fixed it yet!@!!!

Yep, this one works!

I've got this link already and tried the previous (I assume) version that
did not work with my vista. But the current version JUST WORKS FINE!

UUps: I have to revise that:

SOME of the "tooltips" are now visible - others are still hidden behind the
task bar.

Now, it's sure: the mentioned patch from NeoSmart DOES NOT WORK WITH VISTA.

Those message boxes (named: tooltips) appear just most of the time behind
the task bar.

Is there a place where one can report bugs to microsoft? Without having to
pay for "support"?
