Hidden Recycler

I've got an external USB HDD. When I explore it I see just the one folder I
created on it. When I ran back-up software it found 2GB+ Recycler and
$Recycle.Bin folders. Is there a way to make them visible, and more
importantly, how do I empty them if I can't make them visible. I have Show
Hidden Files checked and the Recycle Bin on c: is visible.
