Highlighted items

When scrolling through lists, the highlight bar is a very faint blue.
Tried changing it at Appearance Settings > Advanced > Selected Items.
This seems to work in Explorer, but not in Control Panel > Add/Remove
programs. Is there some other setting I should change? Thanks!
