Home Premium TV: A Small Window on Top?

I'm thinking of getting Vista Home Premium and have a question about the
TV part. Will it let you view / time shift live TV in a small sizable
window that you can keep on top of your browser?

Yes:
Start MCE,scroll down to 'Settings',Click 'General',under which select
'Startup and Window Behavior',put a check mark against 'Media Center Windows
always on top',Save the change.
