Here's the thing. I'm not sure your hardware DVD drive is the problem.
There are a series of T-shooting steps you can use to check that out, but
percentage wise, the problem with burning or using the DVD or a CD drive are
probably software. I didn't understand the ref to Live. What exactly is the
error message? The fact it's not burning does not at all mean that the hdw
is faulty.

Also, filter values in the reg can interfere with any aspect of burning with
any type of burning software, and recently I've seen it interfere with even
an Ipod showing up when plugged into a PC. Check to make sure you don't have
any, and if you do, delete them:
