is it true you are going to start charging for hotmail accounts in the Uk?
if so when will this start?
and will you be charging all hotmail users including existing or just new
hotmail users?

First off, you're asking the wrong people. These forums are not
maintained by Microsoft, although some members may be Microsoft
employees.

Second, it'll never happen. If Hotmail becomes a paid-for service in
the UK, it'll have to become a paid-for service world wide. If Microsoft
where to do this, they will lose more money in the resulting customer
revolt than they could possibly hope to gain in profits.

Whoever told you that Hotmail is becoming a paid-for service is either
lying, or just not telling the truth.

Or he's an idiot.

Entering 'Sign In' (http://www.hotmail.co.uk) into Internet Explorer
redirects you Windows Live Mail, where you can either login or create a
new account.

If you attempt to create a new account, the sign-up process will pick
up your language and regional settings from those currently being used
by Windows.
