You probably have an Ethernet card that needs a better driver. To test this,
change the Speed setting in the NIC Properties to 10 mbps half duplex, to
see if that speeds up the connection. If not, and it is the WMI, you can try
to clear that with:
Delete the files in the REPOSITORY folders (..\system32\wbem)
(you will have to turn off the winmanagement service to do that)
'net stop winmgmt'
