In plain English, if you're running Windows Server 2003 and need the
Hotfix call MS, explain the issue, and you will receive it for free.
DO NOT ask any other questions unrelated to the specific Hotfix or you

Why not just install the Service Pack?

Note that the KB article for that hotfix contains the following
in its list of keywords: kbWinServ2003preSP1fix

That means that it would be fixed in the service pack too.
