Hotfix for MSVCRT.dll to address bug in DST.

When can we expect hotfix for the subject? This is a serious issue of my
company since MSVCRT.dll is part of Windows XP and function _isindst() in the
file TZSET.C does not work properly when TZ variable is set due to hard coded
April and October month. Unset TZ is not en options since time has to be
calculated for the timezone, other then on timezon on PC where this
calculation made.

Have you called Microsoft? Since I'm unsure of the exact issue, I can't
answer.
