A1. A new version of URLMON.DLL may be included in the next Cumulative
Security Update for IE/Win2KSP4 but I'd very much doubt it will be the
hotfix itself or the version of URLMON.DLL (6.00.2800.1567) the hotfix gives
you.
A2. Security Updates for IE are /cumulative/, so no, MS06-042 does not have
to be installed to be able to install any new IE updates.
If you're /not/ having any problems, don't worry about it. If you are, try
the Workaround in
http://support.microsoft.com/kb/923762/ or request the
hotfix.
