Hotfixes cause problems with IDE Hard Drives

Issue:
After the updating with any of those hotfixes, my IDE hard drives will not
follow the power scheme settings for spin-up/down. After the set idle time
upon booting, they will spin down, but then if they're accessed they spin up
and down IMMEDIATELY when done being accessed, seemingly without resetting
the idle timer. Often, this results in a drive spinning back up before it
spins down completely, with the head parking and unparking in less than a
second. Can't be good for the drives! SATA is unaffected.

Relevant Machine Info:
Vista Ultimate
EVGA 680i Mobo (latest BIOS and drivers)
2x Seagate IDE HDs
3x WD SATA HDs

Affected Vista Hotfixes:
KB943078
KB938979
KB941649
KB943899

Common Files between Hotfixes:
Update-bf.mum
Ntkrnlpa.exe
Ntoskrnl.exe
Ntkrnlpa.exe
Ntoskrnl.exe

Uninstall these 2 updates in the order listed, rebooting when requested to:

1) Vulnerability in Windows Kernel Could Allow Elevation of Privilege
(KB943078)
http://www.microsoft.com/technet/sec.../MS07-066.mspx

2) An update that improves the performance, responsiveness, and
reliability of Windows Vista is available
http://support.microsoft.com/kb/943899

Then reinstall KB943078 -

32Bit [x86]
http://www.microsoft.com/downloads/d...c-3ad3e6a99797

64Bit [x64]
http://www.microsoft.com/downloads/d...9-8fad5ff8ecec

Reboot and see if that resolves the issue.

I had already uninstalled those four updates as my solution, and the drives
were functioning properly. I reinstalled KB943078 from your link,
restarted, and the issue has returned. Any other suggestions? I don't
particularly mind just leaving those updates uninstalled, but seeing as how
KB938979 and KB941649 are included in SP1, I kinda want to get this fixed.
Uninstalling KB943078 again now.

x86 version of Ultimate, by the way.

We can then confirm that the issue is caused by the Security update,
KB943078, correct ?
IIRC, that's the only Security update of that group of updates.
For Security updates MS offers no-charge support for issues that arise
from them.
* Strongly * suggest you inform them of this issue:

> Customers in the U.S. and Canada can receive technical support from Microsoft Product Support
> Services at 1-866-PCSAFETY. There is no charge for support calls that are associated with

If you or others' whose systems are afflicted with this do not call,
then MS will never know that there is an issue.

Actually, it's if ANY of those hotfixes are installed individually or
together. So it's not isolated to KB943078. That's why I posted the files
that seem to be common to all the updates.

I'll give the number a call, thanks!

For home users, no-charge support is available by calling 1-866-PCSAFETY in
the United States and in Canada or by contacting your local Microsoft
subsidiary. There is no-charge for support calls that are associated with
security updates. When you call, clearly state that your problem is related
to a Security Update and cite the update's KB number (e.g., KB123456).

If your problem relates to a Cumulative Security Update for IE, call the
above number and ask to be transferred to the Consumer IE7 queue (which is
47830).

For more information about how to contact your local Microsoft subsidiary
for security update support issues, visit the International Support Web
site: http://support.microsoft.com/common/international.aspx

For enterprise customers, support for security updates is available through
your usual support contacts.
