Hotmail not receiving email from Window Live Mail or Outlook Expre

I'm writing on behalf of a friend who cannot send emails to any Hotmail (or
Sympatico) email address.
When she sends an email to any Hotmail address it is never received by the
recipient. There are no errors or returned "Undeliverable" emails. This
happened with Outlook Express 6 and now with WLM. The problem has been
happening for several months now. Sending to other email addresses is OK.

There doesn't appear to be any related items in the 'Blocked senders' list
or Safe list.
Is it an issue between WLM / OE and Hotmail?
Any ideas? Thanks.

This sounds like Hotmail is blocking her address or her ISP.

Now how would I go about checking this out further and getting it resolved?
