While WLM does poll all email accounts periodically on a pre-determined
hard coded schedule (from what I've seen about a few minutes more than an
hour --iirc 71 minutes), it will still abide by the user configuration for
'included' accounts.
As Noel noted, in WLM DeltaSync (note no 'h') operates slightly different
than Pop3 since accessing a folder forces a handshake (not much different
than the Hotmail web UI where changing to another folder and back to the
Inbox will appear to refreshes the message list, though in most cases the
Hotmail web UI's latest incarnation updates immediately without the need to
do so (easily tested by sending a message to yourself or forwarding a piece
of spam to

Only if your provider uses "POP before send" as an authentication system.
Unfortunately, I don't think Ildhund's approach will work. I've heard
reports (not tested myself) that WLM syncs periodically, despite the
setting
he is referring to. I don't know how to do what you want without disabling
the POP3 access to a given account.
FWIW, I only use WLM for Hotmail and IMAP accounts, primarily because of
issues with POP3 access. And were it not for DeltaSynch required for
syncing
Hotmail accounts, I'd not use WLM at all.
