HTML Anchor not jump to the particular Anchor Point in New HTML document

We are working in the Health Archiving HTML CD, we are facing these problem, Experts, please try to give solution to solve this problem.
Problem:
From CD - IE 7 (Window Vista): (HTML Anchor not jump to the particular Anchor Point in New HTML document.)
Project Glossary: We have created – Page 1 and Page 2. From page 1 there is link to particular point of page 2 using anchor point in new window. When the user clicks the page 1 link, it doesn’t go to the page 2 anchor point, instead it shows the top of the page 2.
The same documents working in following scenarios:
From Hard disk -IE 7 (Window Vista): HTML anchor is working
From CD - CROME / Firefox (Window Vista): HTML anchor is working
From Hard disk -IE 7 (XP): HTML anchor is working
Please provide the solution
