HTTP error 403 (Forbidden)

Every time I open IE, i get a message that says cannot load page. This is due to an error 403. I try to diagnose the problem, and it says there is nothing wrong with the internet connection. I am able to ping websites, and have searched the web for answers. I have also tried multiple registry fixes, but with no luck. I have also tried to use Mozilla, but the same problem occurs (no webpage) is there anything to fix this?

That is a server error, so I would try running an anti-spyware/anti-virus scan just to make sure your system is clean. It's not normal for every website to give you an error like that.
