does microsoft include it with vista home basic? if so....where? they've

No, they include NO terminal applications with Windows VISTA.

It's gone. I use PuTTY.

HyperTerminal is not included with any version of Vista.

Hyperterminal is available in its full version. I is not free.
https://www.hilgraeve.com/order/index_html

If you still have your XP disk or still have it installed on a box, get the
hypertrm.dll and hypertrm.exe files from that installation, copy them
together to a directory on your Vista box. Run the program from
hypertrm.exe. No other installation is required. You might find it
convenient to put a shortcut on the desktop in the usual way.

which are both free.

Telnet (client and server) are optional components - not installed by
default but they are available.
