Please turn off your Caps Lock key.
Sounds like the 0X80200013 error is probably caused by a proxy setting,
generated by BITS. Suggest you start by downloading/installing this
package:

After that is installed, Restart the system. Then open the Start/Run line
and enter this: services.msc
On the list that comes up, select the Automatic Updates service and set it
to Automatic (right-click the name, click Properties, then about midway down
open the Startup Type scrolly). Then check that the service is Started.
On that same list, perform the same actions for the BITS (Background
Intelligent Transfer Service). Set it to Automatic, then Start.
Close the services screen.
Next go to
http://aumha.org/a/health.htm and follow all the steps in item #4
(Take Out the Trash). Don't forget the last step (reboot).
On the Start/Run line paste this:
"C:\Program Files\Internet Explorer\iexplore.exe" and then paste this into
the Address line:
http://v5.windowsupdate.microsoft.com
Do you still get that same error?
