icons moving

I have 3 users on my computer. When either
one of them logs on, when I log on later, most of my
icons are on the left side of the screen. How do I stop this??

Also, how do I increase the granularity of the 'snap to grid'
settings.

Second tip worked just fine.
First tip, already had Auto-arrange unchecked.
Any other ideas? I am not a novice on windows or linux,
but haven't stumbled on the solution yet.
