Please be much more specific about your question. What icons? What
kinds of icons?

If you mean you want to know how to create a Quick Launch bar on the
Task Bar, and put your desktop shortcuts there, please say so.

Right click on the taskbar and choose toolbars. Click on Desktop. You
should then have an icon for the desktop icons which is much more efficient
than putting desktop icons on the taskbar itself. You will see a
right-facing chevron just to the left of the notification icons on the right
side of the taskbar. Click that chevron and you will see all your desktop
icons in a stacked list.

Windows has a toolbar for doing what you want. It is the Desktop toolbar.
It is turned off by default. You have to check it in the toolbar list in
order to enable it.

Right click the taskbar and unlock it if needed. Right click again and
choose Toolbars and then check (click on) the Desktop toolbar. A chevron
appears near the notification area on the right of the taskbar. That is the
icon for the Desktop toolbar. Clicking on that chevron brings up the list
of icons on your desktop and you can choose any one you want to run a
program or open a folder, etc.

I have been using this option from the very beginning (more then ten years
ago). Is the OP a school child? Never mind...

The OP wants to simulate an OS/X dashboard. I doubt that he will want to
use Windows that way, though. I think he is looking for a look and feel
more than a functionality. He can get the look (somewhat) but it will not
have the feel of a dashboard. I use both Windows and OS/X and prefer the
Windows taskbar to the OS/X dashboard. Who knows why. I just do.

To do that, you'll need StarDock's ObjectDock.
I use it in Vista and it works fine, and it looks exactly like that screen
on the video.
