when i try to start the windows firewall i keep getting an error code 10047?
what can i do to resolve this situation?

That may be caused by Winsock2 corruption. Have a look at this MSKB article,
"How to determine and recover from Winsock2 corruption", and see if it helps
you to resolve the problem:

issues - your message would have been best posted in one for your operating
