If you answered NO to the questions by PA Bear, then do this :
Show hidden files, folders, and system files

Create a new folder on the Desktop and name it IEBak.
Navigate to -
C:\Program Files\Internet Explorer\Uninstall Information
Move all of the contents of Uninstall Information to the IEBak folder.
Run the IE installation, if you've downloaded the full setup package,
from Safe Mode.
If you haven't downloaded the full setup package, here's how :

Now run it from Safe Mode :

If IE installs you can delete the IEBak folder and it's contents.
IF IE does NOT install, move all of the files back from IEBak to their
original location.
