Can't answer your question, as posed, but can offer a bit of additional
information.
I started getting the same behaviour, ie., Outlook Express folders being
sent to the Recycle Bin as .bak files when I compact them, after installing
the MS December security updates. In particular, I suspect, the Cumulative
Security Update for Outlook Express (923694).
This changed action occurred *despite* the fact that I haven't upgraded to
IE7; ie., I'm still using IE6.
