IE 7 installation error

I receive the following error message when attempting to install ie7:

Setup could not verify the integrity of the files needed for installation.
Make sure the Cryptographic service is running on this computer.

I have verified that the Cryptogrpahic service is running.

What now?

Thank you. I had found this too and was going through the possible solutions
when you replied. Down to Method #4 before it worked.
