IE 7 Security Update and Windows XP SP3 hangs on Restart

have automatically downloaded and installed the security update to IE 7
three times. Each time, when the PC restarts it hangs when trying to start
Windows XP SP3. The only way I get back to using the computer is to Restore
System from a restore point. I have tried last know good, and it doesn't work.

How do I trouble shoot this issue.
