IE 8 Tabs Question

So far IE 8 is better and faster than IE 7. I have discovered two things that
bother me.

In IE 7, I could open one web page in the first tab. Then, I could open
links on that page in new tabs which were on the right of the original tab.
Now if I went to the second tab from the left, I could open links located on
it into new tabs. These new tabs would be between the second and third tabs.
In IE 8, it looks like the new tabs generated from the second tab are opened
to the far right of the last existing tab. Because of how I access web site
data, this change is not desirable. Is there a way to get IE 8 new tabs to
behave like they did in IE 7?

In addition in IE 7, using the tabs set up as in the previous paragraph,
when I went to the new tab opened from the second tab I would use Save
Picture As, then set which folder to save in and save the data. The last
folder used would remain until I entered a new folder using the browse
technique. In IE 8, I am finding that the folder which appears during the
Save Picture As dialog does not always stay the same. In fact it seems
somewhat random. Some times it does retain the last folder used, however,
this is less than 50% of the time.

Any help for these issues?
