IE 9 Menu Bar missing

My friend just called me. He just upgraded to IE 9 and has no menu bar
showing. I "think" it is the menu bar. It's the toolbar with
File..Edit...View...Favorites...Tools..Help on it. Does anyone know a
keyboard shortcut that will add that menu to the top of his IE page?

Like all previous versions, Right Click anywhere that is a tool bar but not
a button, and select Menu Bar.

The fact this has to be explained makes me wonder why you even have a
computer. What's up with that???
