Why do sites sometimes open as 64 bit, then open as 32 bit in IE9?

How do we open all sites in 64 bit format in IE9 Windows 7 64 Bit?

We can't. That's why they give us a 32-bit version.

A 64-bit browser should give a better sound and video experience, but there
are not many sites that are optimized for 64-bit yet, so there's not much
point in it. Gaming would be a beneficiary of 64-bit browsing.
