How do I get IE to stop running Windows Update all the time? I have installed
all non-optional fixes and Windows Update is NOT my home page.

IE Tools > Internet Options > Advanced > Browsing > Automatically check for
IE updates (uncheck)

Unchecking the box didn't fix the problem.

Does the above mean your homepage keeps being reset to Windows Update?

Do you have Ad-aware Ad-watch SE Plus or SpySweeper installed?

There is an attempt to do so. I have a registry change blocker that stops the
attempt. However, the Windows Update URL shows up in the Address field rather
than the home page that I have set.

I have SpyWare Doctor, Adaware SE Personal, Spybot S&D, Spyware Blaster, plus
Panda is installed by our enterprise. I believe Spyware Blaster is the one
trapping the registry change, but I'm not entirely sure.

Could be SpywareBlaster:

Tools > Browser Pages > If http://windowsupdate.microsoft.com (or variations
thereof) is found here, Change it to something else (e.g., about:blank).

Tools > Misc IE Settings > Disable... (check)

Could be Spybot:

1. Mode > Advanced Mode

2a. Tools > Resident > Tea Timer (Disallows any changes if checked: uncheck,
correct the homepage as desired, then recheck if desired)

2b. Tools > IE Tweaks > Lock IE Startpage (uncheck, change to desired page,
recheck if desired)

2c. Tools > Browser Pages > Find and delete
http://windowsupdate.microsoft.com (or variation) here.

Could be Spyware Doctor but I'm not familiar with its settings/options.
