No, the reverse is true. The June update will disable the present optional
end-user temporary compatability patch that restores the original treatment
of ActiveX controls:

June update, the need to click to activate ActiveX controls will become
permanent and unavoidable.

You should blame the legal action from Eolas Technologies, not Microsoft.
This was not a change that Microsoft or any web designer wished to make,
only the patent action forced it.
