IE group policy on terminal server?

On a Windows 2003 terminal server with Citrix XenApp 4.5, group
policy is used to define intranet zone mappings.

When looking at all the available methods of testing group policy,
including Group Policy Results in GPMC and also when running regedit
on the terminal server and checking the relevant key
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\win dows\CurrentVersion\Internet Settings\ZoneMapKey
everything seems to be fine.

But IE does not pickup the settings. The panel in the settings
dialog is empty, and the servers are not recognized as part
of intranet.

What can be the reason?
