Vista Home Premium.

I'm not sure what setting has been turned on or off but IE has stopped
downloading files where the yellow bar would come up and ask you if you
wanted the Activex control to download.

An example is Sourceforge - originally when I clicked on 'Download' the
yellow bar at the top of the window would prompt me before downloading.
Now it doesn't - the page just says 'Downloading' but nothing seems to be
happening and no Save box comes up.

Any help appreciated.

Check your settings under Tools>Internet Options.

There will be some settings in there for activex and other settings that
could have been changed.

<snip>

Make sure ActiveX controls and plug-ins are allowed:
IE > Tools menu > Internet Options > Security tab.
Try to reset security defaults, then reboot IE. Also, each plug-in may be
enabled and disabled in the Programs tab > Manage plug-ins.
