See if anything in this MSKB is applicable :

If not, try this : create a folder on the Desktop and name it IEBak.
Navigate to Program Files\Internet Explorer\Uninstall Information
( you'll need to show hidden files and folders from within Folder
Options, View, in the Control Panel )
Move the contents of Uninstall Information to IEBak.
Now attempt the install of IE6 SP1. (Advise you to temporarily disable
the antivirus program prior to the install. Reenable it when it's
finished. )
If it installs, delete the entire IEBak folder.
If it doesn't, move all of the files back to Uninstall Information.
