IE6SP 1 not downloading, need to reboot

This is for Windows ME. I just recently got on the internet with this
computer to find that it needed many critical updates installed. All of them
installed and work now except for one, the Microsoft Internet Explorer 6
Service Pack 1. I got the ie6setup.exe file from the Microsoft site, but when
I try to run it, a box that says "A previous installation has pending work
requiring a reboot. You need to restart your computer to complete that
installation before running Internet Explorer Set. Setup will now close."
I've rebooted several times and tried again and again, all with the same
result. There is no previous installing that has pending work that I know of.
What do I do?
