Control Panel, Default Programs, scroll down to the bottom to 'protocols'
area. See the setting for HTTP and URL.
The DragNDrop failure of Explorer is another registry setting that you might
fix if your system has a 'Repair' option on the (press F8 on restart) Safe
Mode menu.
