ie7 -- cannot download security updates

.... from Microsoft Download Center.
i get the message "internet explorer cannot display the web page", both in
the pop-up window & in the page that results when the "if your download does
not start..." link.

i am using IE7 on Windows XP Professional x64 Edition; AMD processor.

i can download files from other places. no problem (seems only to be the
Microsoft site).
the site is (apparently) not broken (i can download from another
machine) ---though i see that others have had this or similar problem.

i have tried: clearing all temp files & history, etc.; turning off the
phishing filter; turning off popup blocking; flushing the dns cache;
disabling the hosts file ....

any suggestions for resolving this issue will be greatly appreciated.

You will see that OP also cannot download via Windows or Automatic Update.
