Could be a number of things:
Incompatible Add-on (Java, Adobe Flash Player or some other unknown)
Phishing Filter
Your Internet Explorer settings are corrupt
The site does not support IE 7 on Vista yet (yes it can, the new Yahoo Mail
never supported IE 7 on Vista for a while, but it worked just fine with IE 7
on XP and Server 2003 just fine.
