You do not say what version of windows you are using and the method of
blocking InPrivate browsing will depend on that.
Go to:-

and scroll down to "Response Number 3"
If, when you enter "GPEDIT.MSC " you get a message saying that windows
cannot find it then your version of Windows does not have that
program.
The thing to do then is to edit the registry - NOT for the faint
hearted!!
Before you do this, make a "System Restore" point so that you can
revert your system to before you made the registry changes.
Also close all instances of IE that are open.
Now open Notepad (or similar text editor) and enter these lines:-
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Int ernet
Explorer\Privacy]
"EnableInPrivateBrowsing"=dword:00000000
Copy and paste them to make sure that they are right.
Now save the file with a name like:-
inprivateturnoff.reg
Now double click the icon for the saved file. You will get some sort
of warning message about the registry. Click "Yes".
Next time you open IE it should have the "InPrivateBrowsing" option
greyed out - i.e. unusable.
*** But beware!! - Most teenagers would be able to reverse the
process!!!
If you want to re-enable InPrivate Browsing then make another file
called
inprivateturnon.reg
exaclty the same as the above but with just the end of the last line
changed as follows:-
Windows Registry Editor Version 5.00
[HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Int ernet
Explorer\Privacy]
"EnableInPrivateBrowsing"=dword:00000001
