Try going into the Display Properties (right click the desktop, chose
Properties) and set the Themes to Windows Classic and then back to the theme
you want. There is an Appearance tab where you can set Windows Classic also.
Set the Properties to classic, click OK, and see what you have, then set
back to where they were.
I did this to fix the black menu bars, maybe it will fix your Desktop.
