So a possible explanation would be that a filetype open action is wrong
but I don't know what it would be because mine all look like that
and I don't have a problem with IE8:

So in my case there must be an implicit %L on the end of all of those
and each of them must always have an explicit file to open.
In your case perhaps no file is being appended to the command line,
leaving just the -nohome there and thus resulting in your symptom?
You could Run... ProcMon to confirm this idea and get more clues
for your symptom description.
For a possible repair without further diagnosis to understand what is wrong
you could try this cmd file:

You have a different symptom. Probably some kind of connectivity issue.
Running Fiddler2 would be the best diagnostic for your case.
Unless you can produce the same Cancelled message by clicking Stop
before your message you probably should have started your own thread
or at least not added your Me too! to this one which is clearly about a
more specific symptom--in the OP's words:
