IE8 - Security level for this zone

I just installed Windows Server 2008 RC2.

While logged-in as Administrator, I created a new user , added it to the
local administrators group , and then logged-in as that user.

I open IE8, got to Tools > Internet Options > Security

"Security level for this zone" is set to High.

I am not able to drag the setting bar to change it.

Apparently my user does not have permissions ... ?
