IE9 can't always use toolbar

On some sites, such as CNN.com I cannot access the tool bar. It's
there, I see File, Edit, View etc but when I hover of it nothing
happens, I cannot get the drop down part of the menu to trigger. If I
go to another site it works just fine.
Is this a known IE9 bug, is there a fix?
I may just go back to IE 8 as I see no advantage to IE9 so far.
