ieframe.dll error

"c:\windows\system32\ieframe.dll is not designed to run on windows or
contains an error. Try installing the program again using original
instalation media or contact your system administartor or the software
vendor for support."

Plese if someone can help me, what i have to do? This error message
apear anytime ... when i want to open control panel, when i want to open
yahoo messenger, notepad ... any file from my computer.
