I've never seen that error, but it took Bing only a few seconds to get about
8,000 hits for ielowutil.exe. It's a legit part of IE - and still included
in both the 32-bit and 64-bit versions of IE9 RC (Release Candidate).
Perhaps your copy of the file has been damaged somehow. My guess is that
you should run the System File Checker: sfc /scannow
Please let us know the results of SFC.
