No, you don't need IIS. IIS is a Internet Information Server aka Microsoft's web server
platform. The only reason you would need this to host files on your PC or debug your own web
applications.
The error you saw was just the framework trying to install the ASP.NET bits for IIS and
failing (which is fine in this case). It can be safely ignored.
