IIS7 menus disappear on Vista?

This is very aggravating. Opening a new tab and IIS7 shows no menus. I can't
save a Favorite when using IIS7 on Vista because the menus disappear despite
being checked when using the context menu to enable or disable the
appearance of menus.

I haven't figured out what triggers this yet other than the fact I'm
operating on Vista and asking if others using Vista have seen this anomaly?
