We haven't changed anything in the gpo or wsus settings. Win XP computers are
allowed to go to ms windows update site while Vista computers are not. But,
these are updates I downloaded from Microsoft Downloads. I did fid the
answer in another blog. It appears that our domain is disabling EFS. See the
note...

Regarding the install failures related to file encryption, this is due to a
known issue with the installer.
The workaround is to enable EFS on your machine for a short time and install
the package.
To enable EFS, press Windows-R and start gpedit.msc. Browse to Computer
Configuration -> Windows Settings -> Security Settings -> Public Key Policies
-> Encrypting File System -> (right-click) Properties, and set the EFS state
to “Allow”.
To verify that the above worked, press Windows-R and start rsop.msc. Browse
to the same path as above, and verify the setting.
If your domain administrator has disabled EFS, then you will not be able to
enable it locally. In that case, you will have to depart the domain, complete
the install, then rejoin the domain.
