It is 'Live'.
- Use of the same Live ID in WLM09 would have made those same Live ID
contacts to WLM2011.
- if installing WLM11 on top of WLM09, then WLM will find the '09
contacts and create a new database in '11.
- if not using a Live ID, then the export option to csv is available.
Just about any email client (including any and all versions of Microsoft
email clients ever released) provide the ability to export contacts to a
*.csv file. In fact that route has been necessary for quite some time.
Contacts, for many, are more important than the chosen email client...thus
back them up (to csv) after changes, often, and redundantly to external
media.

Go to the XP machine with 2011 and export your contacts to a *.csv file.
Save them on a usb jump drive. Copy them to the Windows 7 WLM 2011 machine
and follow the prior instructions to import the contacts usingthe Import
option on the Contacts ribbon.
In the future, consider using a Live ID to store your contacts online
allowing one to use the same Live ID on any machine to sign on to Windows
Live services in WLM(any version) to build/update the local contacts
database. The web UI (contacts.live.com) also provides the option to
import and export to a csv file.
